draft-release-notes

On GitHub release.published (or manually with --var tag=<tag>), collect commits since the previous published tag and draft grouped release notes plus the exact gh release edit command to apply them. Propose-only. Fire via webhook or: skyway run draft-release-notes --var tag=<tag>
